I am writing this letter to the hospital to correct my hospital record as per RCW 70.02.100. : 

"For purposes of accuracy or completeness, a patient may request in writing that a health care provider correct or amend its record of the patient's health care information to which a patient has access under RCW 70.02.080" within 10 days.  You must either change and amend the records as I indicate or notify me in writing why not.  See the full statute description below.

 It is just after shift change and my handler is getting his feet wet by giving me a fake heart attack.  He is cutting off blood flow to some part of my heart so that I feel sick and my heart has a deep sickening pain.  He is the playful sort who likes to interfere with life besides doing the regular torture.  I guess he is a malignant narcissist.  check the work log database.  I am detecting two signals.  One is from a satellite from the south and the other is flat from the south south west, down the street and across the street.

I believe my brain is being heavily targeted with ELF waves before I wake up in the morning.  I wake up extremely groggy and depersonalized until the numbness wears off.  I think it doesn't completely wear off though and this is meant to silence me.  You will know it is true if I am silenced.  Psychopaths can be vindictive.

 I found evidence of some sort of corruption, when a policeman recently told me I could not reclaim my guns due to having a mental health issue.  The Darby Hertz law firm in Gainesville FL, represented me when I was subjugated and robbed under the guise of a domestic violence arrest.  I had to have my release document which they call a "nolle" corrected.   It stated incorrectly as originally written the following: "having a mental concerns that preclude the necessity to file criminal charges" which is highly unusual and highly suspect.  There is no reason that I should

RFID Scanning Of James F Lico in Sacramento CA on Jan 15-2012

 I found evidence of some sort of corruption, with my official records.  A policeman recently told me I could not reclaim my guns due to having a mental health issue.  The Darby Hertz law firm in Gainesville FL, represented me when I was subjugated and robbed under the guise of a domestic violence arrest in August of 2011.  I had to have my release document which they call a "nolle" corrected.   It stated incorrectly as originally written the following: "having a mental concerns that preclude the necessity to file criminal charges" which is highly unusual and highly suspect.  There is no reason that I should have been deemed as having a mental condition.  I didn't have one before I was arrested nor did I have one after I was arrested.  In addition, I paid $1200 for a psychological exam which concluded that I did not have a mental condition. So in effect, I was certified to not have a mental condition which would preclude me from anything.  I take this issue very seriously as it severely limits my legal rights and what I can do as a human being and US Citizen.  I paid Mr. John Kearns a lawyer at the firm $5000 to represent me and he did absolutely nothing.  I had the money to bail out and he would not get it from my account to pay my bail.  Also, he advised me not to file a 30 day motion to charge me so I could have gotten out then.  Instead, I had to stay an additional 15

The torturer/handler does not have to be in the same neighborhood as the targeted individual, however, in my experience they usually are.  They could be anyplace in the world where they can use the internet.  However they are local I believe so that they can call upon their network of sociopaths to reign down organized stalkers to harass the TI.  The Harassment is to increase the agitation and make the TI as nervous as possible and even terrified if possible.  You see, bodily injury and time to sickness is faster for those people who are constantly scared due to constant cortisol flow.  These people are private contractors working under Federal contracts and they will even move into the neighborhood near the victim, as close as they can get.   Also they are schedulers and may have backgrounds in procurement and scheduling as they are like an octopus on the phone calling stalkers or asking favors of business people and workers where the TI goes.  They are sociopathic and somehow do not see any downside to the work they have chosen for themselves.  Sociopaths are never sorry for anything and have little or no empathy.  Many of these people chose this work because they like it and may be malignant sadistic narcissists who enjoy hurting people.  Of course they are not wrong for doing this work because they are doing it and they are never wrong.  Then too, they could believe they are being patriotic because it is generally believed that they get to display national security letters to people whom the targeted individual interacts with in the hopes of eliciting a helping hand with their torture.  According to the Stanley Milgram experiment, 66% of the people will follow orders and injure someone if a credible authority figure says to.  This explains why the German death camp guards followed the leader.
