The Department of Defense he says is like a shadow government unto itself wielding its own power.
It has black budgets that no one but a few select senators might know about, consuming 40% of the security budgets. This is power that will not be relinquished without a fight. The DOD is like a secret government and neither congress or the President has control over this power. The only way to reign in this power is to close off their funding. There are 6000 military bases and no senator will consider closing a military base in their state.
